I.                   Introductions

            Members were thanked for their attendance and participation and introductions were made.

II.        Agenda Adjustments --  None

III.       Approval of Minutes from December 11, 2002 Meeting

·        Add the following names to the list of those in attendance:

IV.       Update on Resource Guide

·        New list was distributed.  Members were informed that the format will change into a booklet format and will be divided into two sections:  counseling/supportive services and other resources.  Committee members are in the process of verifying information.  Members were asked to look through information and provide feedback on format and layout. 

·        Criteria for being listed on Resource Guide was discussed as some members expressed concern about who/what has been listed.  Debbie J. will get clarification regarding liability.

V.        Update on Plan/Process

·        Have not received feedback from the State.  Have five more sections going in April along with an update on what’s already been submitted.

·        Met with the Legislative Delegation on Monday.  There conveyed concern regarding unanswered questions and will attempt to express these concerns as a collective front to obtain answers to these questions during their meeting in Raleigh.

VI. VI.     Discussion on Access

·        There was discussion regarding possible approaches to handling screenings including the use of clerk-type person to handle preliminary access on phone and make referrals. 

·        The team brainstormed committee membership for this new committee and came up with the following:

-         Phil Sprouse

-         Representative from DSS

-         Mental Health Association rep.

-         Donna Kieft from CONTACT

-         Richard Everett (Work First)

-         Mary McCoy (DSS)

-         Sheriff’s Department, policy department (Densie will call)

-         Latino Center rep.

-         Public Health (Densie will contact)

-         School System rep (Debbie J. will contact)

-         JAC (Debbie J. will contact)

-         Salvation Army rep

-         Homeless Coalition

-         Rape Crisis

-         Bureau of Community Health (Ashley Rozier)

-         Jose Miranda (Migrant Services)

-         Catholic Social Ministries

-         Indian Association

-         Cumberland Interfaith Hospitality Network

 

  • The following geographic areas were identified as needing to be covered:  Eastover, Cedar Creek, Hope Mills, Linden, Falcon, Godwin, and Hoke area.

VII.     Discussion on Outreach Efforts with Native American and Hispanic Populations

  • Work will begin on contacting the Latino Center and Jean Chavis at the Bureau of Indian Affairs.
  • Sharon Yates recommended having a focus group. She will follow up and report back.

VIII.    Update on Senate Bill 163

  • A monitoring tool has been developed.  LME’s will monitor services being provided in their area regardless if referrals were made to them.
  • Low, Moderate, and High-Risk assessments will be done on each facility and then a monitoring tool will be developed. 
  • The law went into effect on January 1st, but is not currently being enforced as rules for implementation need to be developed.
  • Report goes to the General Assembly in April identifying where clients are and why they are there, as well as the plan to return them to their home counties.
  • There is an MOA going to the State Collaborative next Friday. 
  • SB 163 and decision regarding monitoring will be made within the next two weeks.

IX.       Next Steps

·        Members should forward information regarding Counseling and Supportive Services.

·        Establish Access Committee membership and meeting.

 X.        Adjournment

This committee will begin meeting the third Wednesday of each month.  Therefore, the next meeting is scheduled for February 19, 2003 at 3:00 p.m.
