Review/Adoption of Minutes
Minutes were adopted as written.
II. Update on Resource Information
Mrs. Jenkins asked Mr. Strickland to give some
information regarding an upcoming NC Council Conference. (See
ATTACHMENT A).
III. Update on Needs Assessment/Gap Analysis
·
Mrs. Jenkins will put together all
the information that comes in from other committees regarding
identified gaps.
·
Mr. Butler talked about
adolescents with significant behavior problems who can’t read and the
fact that there are not programs available to help these children
overcome their literacy obstacles.
- Discussion on Youth Build, a program for those
who dropped out of school or who were “kicked out” of school ages
16-24 that helps with literacy as well as other issues.
- Discussion regarding problems parents face trying
to get their children tested. Mrs. Jenkins informed committee of
Federal law which requires schools to test within certain period of
time after parent makes written request.
- There was information shared about Haymont United
Methodist offering Literacy Program through their ministries.
- Mrs. Jenkins commented that there is a high
correlation between children with literacy/learning problems and
involvement with the Juvenile Justice/Court System and defiant
behaviors.

Identified gaps will be listed in
grid format. (Additionally identified gaps: enrichment settings for
adults; places that offer literacy programs).
·
Mental Health Reform will help
redefine roles across the system. All human services agencies will
have to come to the table and agree on functions/roles and spread
resources out.
·
Mrs. Jenkins mentioned that there
will be an MOA created at the State level that is tied to funding for
services to children in Target I population that will include DPI, MH,
DSS, and Juvenile Justice.
IV. Update for Subcommittee on
Survey/Community Outreach
·
Will be looking at free or sliding
scale fee including Christian Intervention programs.
·
Mr. Butler commented that from a
private practice perspective, not permitted to offer sliding fee scale
unless you set up a not-for-profit organization.
·
Mrs. Yates gave an update on the
surveys commenting that 369 have been mailed and have received
approximately 20 back. Some people responded that they do not offer
any services. There does not seem to be a problem for recipients to
fill out the form. Have received good contact information. A member
of the media will be joining the committee at it’s next regularly
scheduled subcommittee meeting and will a do a feature article.
V. Discussion on Vision/Mission of Local
Management Entity

Revisited discussion about
ensuring that no adversarial relationship occurs during process of LME
authorizing services.
·
Ensure underlying principles are
in best interest of client and their family.
·
Mr. Butler commented that when
setting hours for operation, ensure they are consumer- and
family-friendly. (i.e. keeping in mind when children are in school,
etc.)
·
The following ideas were mentioned
when asked for input in writing the vision/mission statement for the
LME:
- Accessibility
- Continuum of Services to deal with Intervention
and Treatment
- Ensure Quality Assurance (overseeing the
capabilities of service providers)
·
Committee members expressed an
interest in having a resource guide for non-target populations that
has been thoroughly scrutinized by the LME to ensure that no one
listed will take advantage of clients and are reputable and credible.
VI. Review of Planning and Collaboration
Strategic Plan Grids
·
Distributed a grid for the
Planning Section (See ATTACHMENT B) as well as a grid for the
Collaboration Section (See ATTACHMENT C).
·
Need to be able to fill in all the
areas with a response.
·
Mrs. Jenkins requested input from
members regarding acceptable completion dates.
·
The committee went through the
grids to determine what to write in each section.
·
Mrs. Jenkins will write the
planning narrative based on discussions over the last couple of weeks.
·
There was discussion on the needs
assessment and Mrs. Jenkins reported that there is a template that can
be followed.
·
Ms. Lucas distributed information
regarding Request Letters of Interest, 2003 Affordable Housing
Opportunities for Mental Health Association in NC. (See ATTACHMENT D).
·
Need to tailor system to what
community needs by looking at demographics like single parent
households, poverty level, people over age 65, etc.
·
There was discussion regarding the
NC Medicaid Plan needing to be modified to correspond with mental
health reform. There is disconnect between HB 381, State Plan, and
the Medicaid Plan. Ms. Lucas encouraged members to watch the paper
and other media that invite community to contact legislators as this
will be very critical.
·
The Cumberland County Provider’s
Association met last night and talked about HIPPA and Medicaid. Ms.
Smith shared information regarding HIPPA (See ATTACHMENT E). A plea
went out to providers to be part of the LBP process and to attend
meetings at CCMHC and participate.
·
Mrs. Jenkins gave overview of
Senator Rand’s Bill (SB 163) which states that an owner, principle, or
affiliate of a facility who is sited for a Type A or B penalty or has
a provisional license or gets their license revoked or suspended will
not be permitted, by law, to open another services for a five-year
period. Mrs. Jenkins distributed a copy of the Bill (See ATTACHMENT
F). There was discussion regarding number of non-county clients in CC
group homes. Large numbers of clients are not being taken through the
single portal process. Until this Bill, there was not much that could
be done about this problem.
VII. Round Robin
·
Mrs. Jenkins encouraged committee
members to bring in questions, comments, and concerns.
·
Ms. Magby expressed her
frustrations with community providers not following guidelines and
processes in place in the community, particularly with single portal.
