I. Welcome/Introductions
Mr. Wagner thanked everyone for their participation and members
introduced themselves.
II. Agenda Adjustments
None

Mrs. Jenkins update members informing them that we
have had two public forums right before the holidays with
approximately 25 in attendance at each.
·
Mrs. Jenkins commented that there will be a meeting in
Raleigh this week regarding Senate Bill 163 (Senator Rand’s group
home bill) and the proposed monitoring tool.
·
Mrs. Jenkins commented that she is really glad to see
provider participation and commented that there is a provider who
attends one of the other sub committee meetings who has switched
gears to begin providing a different service after learning about
the identified gaps in the community.
III. Approval of Minutes 12-16-02.
Mrs. Jenkin’s informed Mrs. Martin that Ms.
Tracey Jackson, is from Lutheran Family Services so that she can
incorporate in the minutes. Minutes were approved as written with
the exception of the correction noted above.
IV. Update from “Training/Technical Assistance/Education
Subcommittee”

Due to the holidays, this committee has not met since
its last report. Subcommittee will meet quarterly.
V. Discussion of Qualified Provider Network Plan
A. Strategic Plan Matrix
o
The Strategic Plan Matrix (ATTACHMENT A) was
distributed to members. Members were asked to read and provide
feedback at the next meeting and to offer suggestions for
improvement.
o
Mr. Wagner quickly went through each of the sections
providing a brief explanation of the section.
o
Mrs. Jenkins asked members to consider the benefits
package for each of the target populations and the percentage of
citizens who have accessed services that the state pays for.
o
Mr. Wagner requested that members give a brief
description of the services they provide and the location of the
service with the following results:

Mr. Sauve: behavioral counseling, psychiatric, DWI,
adult/adolescent sex offender, outpatient psychological counseling,
disability determination, parenting assessments, parenting classes.

Mr. Wilson: Residential Treatment for females ages 6 to 17.
-
Rev. Humphreys: New Horizon is a three-bed residential
treatment facility in Harnett County (Cameron) for females ages 10
to 17.
-
Mr. Taylor: Hoseanne Youth Facility is a four-bed,
high-risk, Level III residential treatment facility for young males
ages 10 to 13.
-
Ms. Washington: Offers a four-bed, Level III residential
treatment facility for MR/SA and sex offending clients who are males
ages 7 to 17.
-
Ms. Emerson: Is in the application phase of opening an 8-bed
residential treatment facility in Eastover for boys ages 5 to 17.
-
Mr. Morris: Level III treatment facility for boys ages 7 to
17 offering CBS (paraprofessional), CAP, and MR/DD
-
One Level III facility on Rim Road for both girls and boys.
One Independent Living Facility on Rim Road A six-bed ICFMR
facility in Cliffdale Forrest. Plus, one co-ed Level III Residential
facility for up to six in Murray Fork.

Five adult residential treatment facilities (2 for DDA and 3
family care)
-
CAP, residential, therapeutic home Level II, offering respite
(both types), and have made application for CBS professional and
paraprofessional service provision.
-
Mrs. Campbell: Licensed four with capacity to serve 8 boys
in a Level III residential treatment facility.
-
2 Residential supervised living care facilities for males
over age of 18; plus four additional DD homes.
-
Graceland Residential: offers three co-ed facilities (one
for six MH and/or deaf clients, 1 3-person family care home, and 1
6-person DDA facility for persons 18 and over.)
-
Ms. Corley: Offers level III treatment facility for females.
-
Ms. McAlliser: Offers a 3-bed facility for dually diagnosed
females ages 17+ (intend to increase bed capacity to four).
-
Pierce and Associates: offers 10 facilities including 1 ICF/MR,
1 DDA, 2 children’s facilities, and 6 supervised living facilities.
-
Easter Seals: Offers direct care for all ages including day
habilitation, respite, supportive living, personal care, CAP,
supportive employment.
-
Lutheran Family Services: Foster care, 30-bed therapeutic,
CBS
-
Ms. Turner: Residential services for males ages 9 to 17 and
2 homes with a total of 8 beds.
-
Firm Foundations: Offer qualified trainers, Level II and
III, and CPR, First Aid, Licensed RN, medication admin. Training.
Mrs. Jenkins commented that this is a service that is very much
needed especially in light of the competencies required by the
State. She asked that all providers inform the LME if they have
staff who are able to offer training.
VI. Round Robin

Ms. Cook informed members that she is setting up a
three-day training through DDTI for personnel who would like to
become trainers for person-centered training. Is in need of 15
people to conduct the class; therefore, those interested should
contact her.
·
There was discussion regarding how to increase a Level
III home to a level IV home. Mrs. Jenkins commented that the State
has required communities to report the number of children being
served in Level III homes that would be more appropriately served in
a Level IV facility.

There was discussion about the number of adult beds at
the hospital reducing, changes occurring in the ER, and the need for
social detoxification. Also, there was brief discussion regarding
creating a temporary holding facility for people.

Meeting adjourned with request to members to read through grid
distributed today and focus on barriers and next steps to offer
suggestions/comments; will review this at the next meeting.
