I.          Welcome/Introductions                     

Mr. Wagner thanked everyone for their participation and members introduced themselves.

II.        Agenda Adjustments

None

III.       Announcements

·        Mr. Robinson invited members to a Provider’s Association Meeting tomorrow night at Woodbridge Alternatives.

IV.       Approval of Minutes 5-5-03.

Minutes were approved as written.

V.        Update from “Training/Technical Assistance/Education Subcommittee”

·        This committee has not met since its last report.  Ms. Jackson requested that members who have not turned in their profiles to please do so.  Ms. Jackson also expressed interest in recruiting additional members to the committee.  The Training Profile was distributed to members who expressed an interest in signing up (ATTACHMENT A).

VI.       Best Practices and Community Supports Discussion

·        The state will be looking for bundling of services as they’ve been describing.

·        The State should be responding soon to the request of legislators Metcalf and Insko for the release of the new version of the State Plan.

·        The State is looking at the qualified provider application and selection process. Mrs. Jenkins commented that higher ratings in the application process can be achieved through enhanced training and exceeding the standards.

·        The Community Capacity Assessment is in the process of completion; will also be looking at prevalence rates.  There was discussion regarding untapped services and populations.

·        Representatives from Lloyd & Associates as well as Woodbridge Alternatives attended the Best Practices training and will discuss and provide information at the next committee meeting.

VII.     Rules Update Discussion

·        Mrs. Jenkins reported that additional changes to the rules went into effect on April 1, 2003.  These rules are now law.  However, there was no notice that rules went into effect. 

·        Beginning April 1st, need to have Policies and Procedures in place regarding training, debriefing and documentation as this information will be audited.

·        There is no fiscal note attached to the rule.  Mrs. Jenkins distributed copy of the rules (ATTACHMENT B).

·        There are seven core areas of competencies with basic definitions for each.  However, programs will be developed by individual providers as long as identified outcomes are measured appropriately.  Training mechanisms are not prescribed.

-         Mrs. Jenkins explained, at length, the importance of demonstrating competencies, pointing out that experience and a degree does not deem one competent.  Have been told loud and clear by the state that this information will be audited.

-         Population-specific training should be conducted. 

-         Mr. Wagner encouraged groups to work together for training so that there will be less replication in costs. 

-         Mrs. Jenkins commented that a video can be used to conduct training but should then follow up with a person who can facilitate good discussion after watching the video.

·        Still waiting for definitions.  These should have been out last week.

VIII.        Round Robin

·        Ms. Lyons, who operates a training center, introduced herself and her business.  Ms. Lyons offers training for special populations.  Mrs. Jenkins interjected that Ms. Lyons holds special certification as a Sexual Assault Nurse Examiner as well as a Legal Nurse Consultant. Mrs. Lyons distributed her business card (ATTACHMENT C).

·        Mrs. Jenkins mentioned that CCMHC will be meeting with hospital representatives on Wednesday to discuss PRTF.

IX.       Next Meeting

            The next meeting will be schedule at June 2, 2003 at 3:00 p.m.
