Introductions were made.

Minutes from the May 19, 2003 meeting were approved as written.

Mrs. Jenkins provided members with the following update information:
-
CCMHC has been looking at where resources and services are and in
looking at residential services. Group homes were mapped out for
the County and Mrs. Jenkins circulated the map which shows massive
clusters of group homes in isolated areas. And other areas of the
county with none.

Hope to have information in a couple of weeks regarding network
development.

At a recent meeting, the State made it very clear that the network
is established based on community needs and not on “any willing
provider.” The State is very interested at looking at integration
such as the “Hub.”

There is a Phase I LME requiring that all providers in the network
hold national accreditation.

There is a Phase I LME that, during its divestiture, is putting out
RFA mandating that along with services, the provider also take the
existing staff and maintain their benefits and accreditation to
ensure quality is preserved.

Should a consumer specifically request the services of a provider
not belonging to the network, that provider can provide that
specific service to that one consumer only, provided that the meet
the minimum requirements to belong to the network. However, this
does not mean that the provider is a member of the network.

Value Options is pushing to put quality indicators in place.

Mrs. Jenkins briefly went over the changes in the State Plan 2003
document that was recently released, pointing out that the target
populations haven’t been incorporated into this version.

Service definitions are suppose to be out June 15.
-
Regarding IPRS, we are awaiting the new service definitions; can’t
go into effect until the Federal Government adopts a new Medicaid
Plan for NC.

A draft of the Evaluation Plan (ATTACHMENT A) was distributed for
consideration by the committee. This plan was developed by Mrs.
Lena Klumper and is a culmination of four months of work involving
meetings with providers, consumers, advocates and staff.

Mrs. Klumper looked at Best Practice information from reputable
organizations around the country.

Mrs. Klumper specifically asked Mrs. Jenkins to read thoroughly the
first page which contains background information to ensure that she
did not leave anything out.

Mrs. Klumper stressed the following points:
It is crucial to have buy-in from stakeholders;
need to ensure understanding the value of an
evaluation;
this process does take
time (taking anywhere from several months to a year and a half or
more);
need to provide technical
assistance to stakeholders to ensure they understand the data
collection process.

Mrs. Jenkins commented that this matches up very well with State
Plan 2003.

Members were asked to read through the document and take back to
their perspective agencies/groups to provide feedback. Mrs. Jenkins
commented that CCMHC would like to go live with the Plan in July.
