MINUTES

I.          Approval of Minutes from 9-30-02 Meeting

            The members approved the minutes as written.

 

II.        Follow Up Interfaith Hospitality Network

·        Mr. Bleakley circulated a flyer from the Interfaith Hospitality Network. 

·        Mr. Bleakley estimated there are 12 churches participating in the shelter services for the homeless. 

·        Names of families come through the Interfaith Network.

 

III.       Follow Up Discussion on Satisfaction Surveys

·         The COI (ATTACHMENT A) and the Satisfaction Survey (ATTACHMENT B)  provided to us by the State (in both English and Spanish) were distributed to members.  Mrs. Jenkins explained how the fields at the bottom of the Satisfaction Surveys are completed.

·         Mrs. Jenkins explained that the State randomly selects a week for all area programs to administer the surveys.  They have chosen next week, therefore, for the week of October 14, 2002, every person who receives services will be asked to complete a survey.  If the client refuses to complete the survey, then there is a code to notate this on the form.  Additionally, if a client fails to show up for an appointment, there is a specific code to place on the survey.  This is the first time the State is looking at this.

·         Ms. Klumper suggested adding a question to the survey that allows the person to comment on anything they feel will improve the services that they or their child receives.

·         There was discussion regarding developing a universal questionnaire for adults and one for children.

·         Mrs. Jenkins explained that the COI is completed on all charts ending in three and six and is done at admission, quarterly, and at termination/discharge.

-    Dr. Branson shared that in some private practices a survey is provided to all clients at the end of treatment.

 

IV.       Discussion on Section VII Evaluation

·         Mrs. Jenkins distributed a grid she created that lays out the section in terms of Objective, Task/Strategy, Outcome/Product, and Completion Date (See ATTACHMENT C).

·         Need to determine if CCMHC wants to continue with current accreditation processes when become an LME.

·         Regarding Section VII 2a:  Mrs. Jenkins went through each element and explained them.

·         Regarding Section VII2c, Mrs. Jenkins explained that the performance indicators are listed on page 22 of the Plan and asked which of the ones listed are currently addressed by providers.

-    Mr. Spriggs commented that they may need technical assistance in obtaining data.

-    Mr. Wilson shared information regarding Firm Foundations which is a new organization that offers assistance with training and other areas of business.

-    According to Mr. Wilson, documentation of grievances and incidents is done on a quarterly basis, but providers will also do this weekly and submit into a “clearing house” for the entire network of providers.

Ø      Depending on the format that the providers submit their reports, CCMHC MIS department may have capabilities of analyzing the data.

·         Mrs. Jenkins shared information regarding Senate Bill 163 which was signed last week.  This Bill essentially requires that money follow clients into the school system who are receiving services from outside of their home counties.  Additionally, all human services agencies (mental health, DSS, Juvenile Justice, etc.) are required to submit a report of the number of children who are placed out of county and the purpose for this placement.

-    Mrs. Jenkins also reported that the Bill establishes guidelines regarding facilities who lose their licenses or receive Type A or B penalties which state that they will lose their ability to start new services as defined for five years.

-    The Area Programs are responsible for monitoring everything in their catchment area.  This covers therapeutic foster care and group homes).

-    Mrs. Jenkins reported that the information required by the Bill will be easy for Cumberland County to tabulate as we only have six children who receive treatment services outside of the County.

·        Members were asked to review Section VII Grid that was distributed as today and develop strategies to address each of the elements as well as determine what the outcomes/products should be.

-     Mrs. Klumper suggested that it would be easier to know what information is already being tracked through CCMHC’s CQI process as QI and Evaluation go hand-in-hand.

-     Mrs. Jenkins will email the grid to Mrs. Klumper.

·        At the next meeting, members will begin with this topic and reviewing the information.

 

V.        Adjournment

The meeting adjourned with the next meeting scheduled for Monday, October 14th at 8:30 in the morning.
