I. Welcome
Members were welcomed and introductions were made.
II. Announcements
·
Information from
the FARO conference was shared including the Revised Service
Records Manual Update (ATTACHMENT A).

There was a lot of information shared at the conference
regarding HIPAA and the State Plan.

Marilyn Brothers gave a seminar and provided a handout on
the service definitions.

Regarding IPRS, new service definitions will be coming
out along with service array and benefits package; anticipate
this information going into effect July 1, 2003, per Betty
Cogswell and Spencer Clark at the State.

According to the State’s Contract Officer, there is a
rebid process with EDS, but expect to use EDS for next two
years. New contract will be a complete re-write. The
functionality in the future is still unknown. The two-year
extension on EDS contract will provide the new contractor enough
time to re-write and redesign.

Regarding Direct
Provider Billing, the State has requested EDS do a high-level
design work to allow providers to bill directly to the State.

Regarding HIPAA:
some changes with new transaction codes sets. If billing to
Medicaid, may have possible changes. Therefore, members were
cautioned to keep an eye out for potential changes. Mark Botts,
with the Institute of Government is “in the know” regarding HIPAA and conducted a seminar on this topic
at FARO. In an attempt to ease tension and anxiety, he
explained that HIPAA monitoring will be complaint driven. The
Federal Government is fully aware that not everyone is
compliant, but the expectation is to continue to work toward
full compliance.

Even if a complaint is substantiated, provider will be
given the opportunity to fix problem before fines are levied.

In extreme cases, facilities/providers are not providing
quality care because they are not sharing valuable and necessary
health care information in fear of violating HIPAA regulations.
This is a problem that will be addressed.

For those that wish
to attend, Mr. Eads announced that the next FARO conference is
scheduled for September 21 through 24, 2003 in Asheville.

IV. Approve Minutes of
April 25, 2003 Meeting
A motion was made by Ms. Thomas
to accept the minutes as written. Motion was seconded by Mr.
Robinson. Therefore, minutes were accepted as written.
V. Discussion on
Monitoring
For those that did not have a
copy, the Strategic Plan Matrix for Service Monitoring and
Oversight was distributed and members were informed that this
item will be discussed at the next meeting.
VI. Round Robin
This committee will continue to
meet every other week, but intends to extend the duration of
each meeting.
