The Area Board is the repository of the trust of the citizens of
Cumberland County for the purpose of ensuring that those citizens of
our County who are in need of services for mental illness, substance
abuse, or developmental disabilities are able to obtain care,
treatment, or other services for their respective needs in ways
consistent with the dignity, rights, and responsibilities of all North
Carolina citizens. Within
available resources, it is the duty and responsibility of the Area
Board to ensure that the Area Authority provides services to
eliminate, reduce, or prevent the disabling effects of mental illness,
substance abuse, and developmental disabilities through a service
delivery system designed to meet the needs of clients in the least
restrictive available setting, if the least restrictive setting is
therapeutically most appropriate, and to maximize the quality of life
of all persons over whom the Area Authority has responsibility.
In order to further the above stated policy
of the Area Board, it is the further policy of the Area Board that the
Area Board shall engage in full, frank, and thorough discussion of any
item that may bear upon whether the policy of the Area Board is being
implemented in an efficient and appropriate manner.
